One Last Chance_ SB 364

On April 15, 2011 this Bill died in Committee in the Nevada Legislature. The death of this Bill came about because of two reasons: The false assumption that this Bill was an anti-rodeo Bill and testimony given to the State Legislature that declared that horse- tripping did not occur in the State of Nevada and the horses never go down.

Horse Tripping in Nevada

The assumption that this proposed Legislation was an anti-rodeo Bill came about because of a rumor campaign that went like this: “This Bill was brought forth from out of staters. It is anti-rodeo in nature from PETA and HSUS.” The truth is that this Bill was brought forth by the Humane Society of Nevada and the Nevada ASPCA. Out of state support was high for this Legislation, but it came from in state. The Humane Society of Nevada actually receives considerable financial contributions to its spay and neuter program from Reno Rodeo. But the fear is so high in a state where rodeo is like a religion that it will be taken from them. Rodeo in the state of Nevada supports many worthwhile community projects including scholarship programs and medical charities.

This Bill dealt with one issue only.

Bleeding legs. Horse used repeatedly for both roping and bucking... for two days.

Texas currently has a ban on horse-tripping and the Houston Rodeo is the most lucrative event in the country.

The testimony given that horse-tripping did not occur in Nevada and that horses never go down was blatantly false. That is why I got involved.

As a journalist I believe that public debate is vital in a Democratic society. But that debate must occur when the truth is presented. The public has a right to debate. The State Legislators have a right to debate Legislation based on facts. The decisions that occur from that debate should then represent the climate of public opinion.

On April 30, 2011 I went to the Winnemucca Charreada. I video tapped horse-tripping occurring in Nevada. I video tapped a horse going down. I also documented many other humane issues including horses being repeatedly hotshot, including actually being hotshot in the face. Most of the horses utilized in this event were young. They were used continuously for two days. The same horses were used for roping and then as bucking stock and then for roping and then for bucking stock. One of the horses had a freezebrand on the left side of the neck.

I turned over the documentation to the Humane Society of Nevada. They were the ones bringing this Legislation and they needed the documentation to have honest debate occur.

All of the tape I sent was not released. All of the photos I sent were not released.

I then set about making sure that individuals that needed to see the truth had the information. I did this out of the public sphere because often anything I bring forward has almost as much debate about me as it does about the issue. And if the truth be known, I still have a real fear of retaliation.

But this Bill has one last chance. It is placed on a list of Legislation for resurrection based on the false statements made to the State.

However that list is long. “If there is time” the Bill will be resurrected. The session has been inundated with budget issues. The likelihood that this Legislation will hit the floor is very slim.

Only the Governor of Nevada, Brian Sandoval, has the authority to extend the Legislative session until the issues on the list are heard. His contact info can be found here:

  1. sometimes it is wiser to keep the mouth shut .

  2. Craig says:

This barbarity of horse tripping must be stopped!

  3. I think emails and faxes are the way to go EN MASSE today. I sent them many many letters and faxes, AND PHONE CALLS, LETTING them know I would NEVER EVER spend another dime of my money there in Nevada if they passed that idiotic bill to deny our wild horses and little burros water. We all did, and with Mark Manendo’s help, we succeeded. We should follow suit the same on this issue. Unless horse tripping is legally and once and for all banned, I have no desire to step foot in that state. I have sent emails already on this, but am going to send more.

Thank you, Laura… it is still early in Nevada… keep contacting Sandoval!!

Here is more footage of what actually happens at mexican rodeos. We need to make this illegal.

      Hi Toby,

My biggest problem with what occurred in the Nevada Legislature is that a decision was reached based on false testimony.

The testimony that this was “anti-rodeo” and all events were in danger and that it came from HSUS was not the truth.

The testimony that it did not occur in Nevada and horses NEVER go down was not the truth.

If the truth was presented and a decision based on public opinion was reached that is what a Democratic process represents.

But that is NOT what has occurred.

      To go on record here:

I never said I did not see beautiful children or some beautiful horses. As a matter of fact I took some great shots of young boys working with their ropes.

IF I had not seen those horses hotshot (particularly in the face), the same horses used repeatedly, the tripping, the teeny tiny little young horses used as bucking stock (does that represent ANY skill?) the day had some great photographs of a culture that could have represented itself well.

BTW there are photos of steer that had wounded hips and blood on their necks being used over and over. But that is not the issue on the floor and I have not released those. I gave the files to Humane Society Nevada … that IS NOT HSUS.

In my opinion those that ran the event in Winnemucca did a lousy job of “self policing” and need some serious guidance about what they teach the public about your culture.

I have heard you are a “good guy,”
Toby. Inside you know I am not attacking your culture. I am concerned that the State was lied to.

Folks… Toby is a “top” guy in Chareada. He has done a lot to promote his sport and try to make it “better” in California. The tape he has attached has several events.

Remember I will allow intelligent discussion here… but if this turns into personal attacks or foul language is used you will be asked to leave this site.

      • Dear Laura ,
No one bring those whom lied to the public to be accountable ?
lying to the Legislators is the same to lie to the public , isn’t there any law to hold them whom lied accountable ?

        • Laura Leigh says:

The State Legislature has to take steps to implement the penalty. As far as I know that has not been done yet.
I am NOT the person spearheading this campaign. It is the Nevada ASPCA and Helping Animals Nevada.
My hands are quite full as it is.

  6. Robin Bailey says:

What about the horse with the freezebrand? Can he be legally seized?

  7. In my world , the world which i don’t like it no more specially after i saw the BLM Roundups , i hate myself as a Horse Rider , Trainer , Behaviorist , Equine Body Language Specialist , Breeder and Horse Keeper (Reached me from Father to Son and it wasn’t my fault) , any way in Our world (the world of few Trainers which are non violent in methods of training) We have a saying and that is ” Action Speaks LOUDER than WORDS” , this video is a very good example of that , it does not need any words to describe and explain it , They ate shouting , Can YOU hear them ? How LOUD do they have to SHOUT so you (the American NATION would HEAR them) ?

hello, my name is amelia and i’m from australia. I may not know much about what happens over in america to do with what i believe all these issues come down to and that is animal cruelty and animal injustice. But i do know that this is more than just one culture needing to change, this is about us as human beings, cultures and beliefs aside, looking at what we are doing, to not just horses, but MANY animals in the world. I may only be 15 years old, but I hope and i pray that one day many people can do what this lady is doing. So many people can rant and rave about the fact that this is wronge, but it takes courage and sacrifice to go outside of our box of comfort and go out into the big wide world and see what we do to these magnificant creatures. I hope that one day i can fight for what i believe is wronge and injust the way Laura Leigh has and continues to do. When i see her fighting for them it gives me inspiration and courage in knowing that others care.

thankyou for fighting for these horses and i hope that despite many odds that you continue to. My best wishes and hope go out to you laura.
